History: Testing Use Case: Non-dev wants to create a test and share it with the dev community

The main advantage of TikiTests is that it can allow non-tech folks to create tests simply by recording actions. But for this to be useful, these non-tech folks need to be able to contribute those tests to some sort of centralised test suite that Tiki developers can run.
