When logged in, click on the images below to add a note.. Drawing doesn't work well for drag & drop of images... (it's fine for creating graphic elements) or maybe some caching bug is there.
I (ricks99) tried updating the drawings, but couldn't get it to work... One general item that could (potentially) clean up the admin pages: Is there a way to hide items that are not applicable? For example, on the General Admin page, if the PHP Reporting Level is not selected, don't bother showing me the Visible to Admin Only option. Things like this could really clean up the page.

This is how I visualize an improved main page. Haven't gotten to the other pages yet, but there's a lot of rearranging of stuff, consolidation, etc. Added a Global Permissions option that would take care of task-based permission assignments, but you can also get granular in categories, etc. I think the issue of permissions though would require a re-design of how we do permissions throughout the entire project.
I see hover tips when you put your cursor over the question mark icons, or if you click on them it'll take you to the help page. The wrench will take you to the configuration page. Clicking on the checkmark/x will enable or disable the feature. WYSIWYG and Text Area options can be combined into the Text Editor option, Google Maps and Tiki Maps can be combined under Maps Feature. Site Identity and Themes combined under Look and Feel. As I mentioned, I'd like to also pull in all the "Admin xxxx" options/pages into this admin section. Image and File gallery I chose to combine because I know there's an initiative underway to do that. All the major features are clearly defined and operate for the most part independently of each other. The Integrated Tools are tools that span features, or are just that - tools (like the link directory, which appears as a module usually). Tags and search apply across the entire site.
Ignore the font I used, it just happened to be the last one I used on something else. Concept is what's important. Anyway, feedback welcome. Steal what you want.

Modules

There's really two module admin screens. Let's start small, with the Administration: Module page:

Rick's Proposed Update
Some of the highlights:
- Re-wrote the Tip.
- Changed the Module title to a H2 (I think some proposed some standardization recently, on the dev list) and removed the Help link (since it is already present in the page title).
- Moved checkboxes to the left of the option to avoid excessive gutters
- Made the help links for the specific options to use the standard Help icon (instead of underlined text, which looks too much like a regular text link).
What do you think?
ML: I like! This is the one which needs the most love : tiki-admin_modules.php

Rick's Proposed Update
Some of the highlights:
- Consolidated all of the CMS option areas into a single unit — instead of 4 (!) Change Preferences buttons (which means an end-user would have had to access the screen 4 times, there's only one now.
- Added ability to "hide" un-accessible options. For example, if the Comments option is unselected, its two sub-options (Default Number and Default Ordering) will be hidden.
- Added new Help links for Templates and Spellchecking
What do you think?
ML: +1 to specific links to the right help/doc pages; +1 to left-of-text-setting-check-boxes; +1 to having only one save button. On save, does the syste, tell me what I changed? (like in admin features)
