But the plugin has: recording="0"

I had checked this issue on both trunk and 12.x.
It's working.
Please check this screen shot(with and without recording)
@Mani: that's great, but http://tiki.org/Conference+Call has two recordings from August 2013 and page hasn't been edited since February 2012. Any idea if it's a bug fixed between 11 and 12? or something else? If you have no idea, I'll just close the ticket. Thanks!
Updated:This issue fixed by lphuberdeau and check this commit id: 47865
ENH Remove some duplication, make sure recordings are enabled for the room before loading them to reduce confusion after disabling recording
