If I write a blog post and save it as Private, then other users cannot actually read the blog post.
However, if they visit the blog post that immediatly precedes it, they will see a link to that private post. When they click on it, they won't be able to actually see it, which is annoying. And in any case, maybe I didn't want these other people to even see the title of my private post.
I have been able to reproduce the bug on Tiki Show.
If you login as anonymous and go to this URL:
http://user-10156-4748.show.tikiwiki.org/tiki-view_blog_post.php?postId=1
You will see a blog post that is PUBLIC. And at the bottom right is a link "This is a PRIVATE post →". If you click on that link, you get "You are not logged in. Go to Log in Page". That's because the blog post the link points to is PRIVATE, and you are not allowed to read it. But by the same token, you should not even be able to know that it exists, let alone know its title.
private blog post links are filtered from other users view on adjacent blog navigation links.
