As noted above, quicklinks toolbar does not appear.
follows is convo with mlpvolt regarding issue and attempts to fix:is this a new install (clean DB?)

Still no quicklinks on the edit page though..
Feels like progress...LOL oh...and I've tried just about every theme and it makes absolutely no difference.
