Merge Files

What

Sometime, there are two quite similar files in Tiki. They could be merged and we'd rely on permission checking to hide certain actions. Alternatively, they could be factorized.

Why

• Less files to maintain.

• tiki-edit_article.php tiki-edit_submission.php
• tiki-view_tracker.php, tiki-view_tracker_item.php, TRACKER .. and all the tracker code
• tiki-download_file.php, tiki-download_forum_attachment.php, tiki-download_item_attachment.php, tiki-download_userfile.php, tiki-download_wiki_attachment.php
• merge 3 directories img/ images/ pics/
