Archiving Rules

Idea: PluginListExecute to be extended for flexible archiving rules.

Ex:

• Add or change the category for files that are more than 5 years old
  • By more than 5 years old, we mean have not been modified in 5 years, or the latest version is more than 5 years old?
• Move a file from a file gallery to another when it's more than 5 years old
• Delete a tracker item which is more than 5 years old
  • Delete action without admin confirmation sounds a bit dangerous. Should it be changed category or closed status instead?
    • I'd say closed status with a custom comment added, like "won't fix because this refers to an old version''.
