elFinder integration started in ((Tiki10)) and continues in ((Tiki11)).

elFinder depends on jQuery-UI which needs to be replace (Tiki 28+) so we need to ((elFinder and jQuery File Upload replacements|find a replacement)), preferable a Vue.js one.
