History: Tiki28

Tiki 28.0 was released in January 2025 (instead of the ideal target date of 2024-10)

It is a Standard Term Support (STS) version and will be supported until ((Tiki29|Tiki 29.1)) is released as per ((tw:Versions|the Tiki lifecycle policy))

Since this is a post-LTS, it is expected to have major changes.
