History: Regrouping the Wiki Admin page

Similar to my idea for ((Regrouping the General Admin page)), here's a proposed reorganization of the Wiki Admin page.

Currently (in 1.10) this admin page has 9 areas, 7 Change Settings buttons, and two other Set buttons. Additionally, there are disjointed options (i.e., you enable comments on the right column, but configure how they appear in the left column). All this can be quite overwhelming and confusing for a new Tiki admin.

I've tried to group all of the options into three categories:
* __Display__ -- Use these options to control what visitors will ''see'' on a wiki page.
* __Edit__ -- Use these options to control what/how visitors can ''edit'' a wiki page.
* __Maintenance__ -- Everything else.

As before, I propose that suboptions be hidden. For example, if you do not have the __List pages__ option enabled, then you won't see ''any'' of its suboptions.
