History: Project Feature

It is envisaged that ''__Projects__'' will be a separate Feature within which Tasks will be 'consolidated'.

This implies that:
*''__Projects__'' will be able to be 'switched' on/off just like any other Tiki Feature with a new preference defined (e.g. feature_projects) that defaults to n
*when Projects is 'activated' it should automatically activate Tasks as well, although Tasks should remain a separate feature that can be 'switched' on/off for backwards compatibility for the simple 'To Do List' type of functionality
*the standard Application menu set should be updated to include various menu items as follows
** Projects - main menu item
*** Admin Projects - new screen
*** List Projects - new screen
*** Tasks - links to existing (but enhanced) Task screen
*** Resources - new screen

*new user permissions will be needed as follows:
**tiki_p_can_be_in_project_team - allows a user to be eligible to be a project team member
**tiki_p_view_projects - allows projects to be viewed
**tiki_p_edit_projects - allows projects to be edited
**tiki_p_admin_projects - allows projects to be admin'd
