History: Layouts

An idea for ((Tiki26)) or ((Tiki27))

Let's rethink the whole idea of layouts in Tiki. 

This is highly related with ((Page Builder)), and perhaps should be done at the same time. But here, the content editor should most be just using layouts, not building them.

For wiki pages, articles, blogs, trackers, etc., we should have pre-made alternative layouts
