This comment is about user-interface, while I can't say which options is better to set in Tiki.
Based on my usage of drag'n'drop in Tiki the solution that will be chosen should allow flexibility and options to set permissions of actions/editing.
There are cases we just need to be able to move around the screen elements within an area that is already restricted like admin menus.
There are cases like Kanban we want users to be able to view, interact and eventually edit depending of their group assignment.
