On Tiki 17.0 some chars encoding were broken when using item link or getting data into a plugin like stats. It was fixed for item link but not for tracker stats.
I did set a higher importance than expected just for a trackerstats bug because it is related to tracker items and we may have the same issues in other places
To reproduce;
I install a Tiki 17x.
I enable trackers feature.
Create a tracker with items using special characters, add a few items
Create a second tracker with an item link field to display a field from the previous created tracker (rebuild the index)
Back to the second tracker I add a few items.
On a wiki page I set a trackerstats plugin.It is reproduced on the instance.
