Solution

I had checked this issue in 12.x and trunk using registered and anonymous users. Working good for both groups in my local.

But i tried using my user credentials on http://themes.tiki.orgQuestion. it's working for registered users, But not for anonymous. So it may be a permission issue.

@Mani: the UI should not offer something the user can't do as per WYSIWYCA. If you haven't already, you should get a copy of themes.tiki.org via Nelson if you need to figure out what permutation of feature is causing this issue. I don't see a permission specific to theme changing. I only see "Users can change theme" in tiki-admin.php?page=look Thanks!

Now I had fixed this issue. Please check this commit id: 48408


@mani: Not working on r48427. You really need to test with the real data. What if your commit creates a problem without solving one? Thanks!
