mods: remove mod config from mods.tikiwiki.org list (old and unfinished work).
Keep it in cvs, just in case mdavey or anybody else might like to keep working on it, but it's not functional right now, and it overwrote the improved tiki-admin.tpl in tiki core files.I removed the page also from documentation pages
