Description

User drop down menu now includes 7500+ users. This was a heavyload on the server so I removed them from the trackers.

We need two fields:

Submitted by: which would be by default the submitter but could be overidden by an admin to be any one of the 7500+ users.

Assigned to : This could be restricted only to the group "Developers", which will be "only" around 200-300 users
