Try changing language as anonymous from default (catalan) to Spanish, for instance. a blank page is shown.If you do the same as registered, the interface is changed to Spanish, as expected, and as it happenened always with previous versions of Tiki.
(That happened with empty wiki homepage).

However, I tried today (homepage had some articles through article plugin) as registered (user with admin rights), from this page:

and I got:
