Revisions 63507 and its backports 63508 and 63509 broke language selection at step 1 of the installer. Selecting a language other than English causes a JavaScript error.
The only released version affected is Tiki 16.3.
This bug does not prevent changing the site language, only doing so from the installer.

This is solved by:
r63978 for trunk
r63968 / r62964 for 17.x
r63979 for 16.x- Workaround
- The site language can be switched from the i18n control panel ( tiki-admin.php?page=i18n ).
