Basically, when PHP error reporting is turned off in the admin panel, the button to 'Show php error messages' still shows up on the printing page.
So with the option 'No error reporting' selected in the General admin panel, the button is hidden on the rest of the site. The only place it continues to show up is on the print page template. I could easily hide this with CSS, but I would prefer that the underlying structure of Tiki handle turning off the button from the admin panel.
