Not sure if this:
a) configuration error on my part
b) a wish
c) a bug

From the documentation:

it almost sounds as if this should work, except for the opening "to be tested".

Quote: "to be tested filterFieldHere can be an item link, a user selector, a group selector, a country selector, a dynamic list"

Listed a bug for now.

Will create a show.tiki instance for demonstrating

Solution
No idea myself on how to fix, but thanks for the report. I confirm this is a bug indeed. Hopefully someone else with more dev. skills will be able to look at it at some point.
Workaround
Use an item link for filterFieldHere. filterFieldThere can be a country selector. The problem with the workaround is that only those countries that appear in the items of the "there" tracker will be selectable from the "here" tracker. The workaround for this problem is to create a blank entry for every country. Note: there are a lot of countries!!
