Using the switch-theme module has no effect. The page refreshes but the theme doesn't change. But, it works as expected when the user is logged in.

- Solution
If Silent session prefs is on, Registered Users only have a session if they log in. So anonymous users will lose the capacity to have things like Switch Language.
