Using the batchupload command on the console it should be possible to set what to do when there is a duplicate file detected, when you upload a file with the same name than a file that is already in the file gallery.
--duplicatedFileReplacesPrevious
To replace the file with the new one and delete the previous.
--duplicatedFileIgnored
To Ignore new one if a file with the same name is already there.
It seems it should be the default, but it is not applied (tested on Tiki22, 23 and 24)
Additionally the process allow a file gallery to be created if it doesn't exist;
--createSubgals
Providing the value for "Maximum number of archives for each file" in newly created file gallery.
--createdSubgalMaxNumArchives=1
