Hello all,

I'm running into an issue that is causing the diamond and question mark to appear. At first I thought it was an encoding issue, but after looking at this more carefully, I think the root cause is specific to how the headers are generated in HTML.

To reproduce this bug:
1. Create a header in a wiki page with multiple words in it using the wiki editor.
2. Save the page and then View Source.

If you see the header tag below, the second to last word contains " ". This happens to all the headers.

3. Click on Edit to edit the page and switch over to the WYSIWYG editor.
4. Make any edits to the page. I just entered text in the body.
5. Preview the page. A diamond with a question mark will appear where the non-breaking space is located.
6. If the page is saved and you try to edit the page, you'll get the error message regarding an issue with the encoding.

This issue only occurs if you are using the WYSIWYG editor. It seems to be converting that non-breaking space in the HTML to an unknown character. I was previously running 14.2 and upgraded to 15 to see if the non breaking space in the HTML would disappear, but the issue remains. At this point, this makes the WYIWYG editor unusable.
