The "Upload New Version" action item in file galleries is no longer reliable. Clicking it opens a file selection dialog, but if the wrench icon controlling the menu of action items is not clicked, the dialog disappears quietly, without reporting any error. This is not too misleading, since there is no false confirmation.

Can't upload a new version....- Solution
This is no longer a problem for Tiki 17, after the possibility of uploading a new version was added to the file edit form in r62391 and the "Upload New Version" item was changed to a link to the file edit form in r62687 .
For earlier versions, this was fixed by disabling automatic displaying and hiding of the action popover. This was done in r63198 for Tiki 16 and in r63199 for Tiki 15.

- Clicking the wrench icon before selection "Upload New Version" ensures that the selection will work.
