To be able to post picture in blog you need to have tiki_p_upload_picture rights.
tiki_p_upload_picture perm is stored in "Wiki" permissions section.
This lead to confusion.
If it is to stay like this (no need for a new perm) it should available in both section i guess.
This is user interface and usage, no bug involved here.
Well not sure neither, but it is not logical to set blog feature, set blog feature permissions, and getting an error if trying to upload an image because a permission in the wiki section (not related) is not check.
May be they are simple things to do is:
1/ Make this perm available in permission section blogs AND wiki.
2/ Keep it in wiki section but add a note in the blog section (if you need files/picture to be upload able in the blog text area you will have to allow "tiki_p_upload_picture" in the wiki section.
3/ Move the permission to Tiki section (being able to upload an image in any text area of the Tiki).

Note that if you see PHP errors or a Tiki claiming to be missing third party software, the instance creation is probably not finished. Please wait a couple minutes and reload.
Snapshots are database dumps of the configuration that developers can download for debugging. Once you have reproduced your bug on the show.tikiwiki.org instance, create a snapshot that can then be downloaded by developers for further investigation.
