Toolbar setting done on Tiki-admin_toolbar.php are not applied on wiki page.
Go to http://demo.tiki.org/11x/tiki-admin_toolbars.php
I have removed on purpose "B" (bold) button on global wysiwyg.
Create or edit a page it is still in place.
Note: It in the db the tiki-preferences got a field "toolbar_global" and the value reflect the changes i made. Still they are not applied.
Was this just the mix up about the different types of WYSIWYG (html or wiki) or something else?
I believe this is a normal behavior. Global applies when nothing else overrides it. In a default installation, there is a toolbar for wiki pages. I have modified this one manually and the changes apply.
By the moment you check admin => wysiwyg => "Use Wiki syntax in WYSIWYG" all wysiwyg tools that doesn't exist in the Wiki syntax vanish from the toolbar without warning. We added a notice with the checkbox but nicer solution should be think of.
