A new short URLs / Search Engine Friendly / Rewrite Rule with .htaccess was added to Tiki 2.0 as experimental (great!)
However, this causes issues with pages like:
http://tikiwiki.org/Custom+email+message+to+new+tikiwiki.org+registrants
http://tikiwiki.org/TikiWikiRelease1.6
