Hello,
I am trying to install Tiki 1.9.11 for a client that is currently using this version and cannot upgrade. After running the installer I get the following message when I try to access tiki-index.php:
Notice: this site is currently unavailable.
Please try again later or contact the admin.

I'm sorry to say that this version 1.9.x is not supported anymore since many years ago.

You need to upgrade to 9.x at least, or even better, to Tiki12 Long Term Support.

If you want to have a developer look at that specific case, I guess that you will have to search for a consultant that might help your specific case ( https://tiki.org/Consultants ), and provide some means to test the issue in your site (or some way to reproduce the issue of such an old tiki version).
Sorry for the inconveniences, but it's unsafe to keep running old and unsupported software versions (not only Tiki, but any software that aims to be safe for users and system admins).
