Merge categories on dev.tiki.org

This is somewhat related to Batch actions on the bug tracker

Goal: reduce number of categories and make it easier for people to categorize without having to read documentation of be familiar with Tiki.

• Error moving tracker items from category X to Y

Non-feature sections

• Merge anything relevant to a better category
  • Technical Area -> CSS to Features » Theme: Look & feel, Styles, CSS, Theme Control Center
  • Technical Area -> JavaScript to Top :: Features :: jQuery and JavaScript
• Merge Ticket type, Ticket category all while deleting anything no longer relevant
• Merge Ticket status, Resolution status and system status (open, pending, closed)
• Merge the workaround content in the Solution, with a note to put workarounds there.
• Implement Ease Importance Priority system.
